The risk-pool industry is faced with an aging workforce. To combat this trend, as well as strengthen succession planning, the California Association of Joint Powers Authorities (CAJPA) created the Future Chief Executive Officer (CEO) Program. This educational program is designed to provide professionals who aspire to become risk-sharing pool executives with the tools for effective pool management.

This program is part of the CAJPA Summit Series and is designed to create an opportunity for aspiring future leaders to excel in the risk-pool industry, to excel in the risk-pool industry.

Attendees will walk away with a high-level overview of risk-pool management and a better understanding of what it takes to become a CEO.

  • Newly appointed and/or hired CEOs looking to expand their skills and knowledge


The foundation of the Future CEO Program will integrate the curriculum below with a sample JPA as well as lessons learned and advice from expert or successful risk-pool managers. The program will provide a high-level overview in the following areas:

  • Investments/accounting/finance
  • Underwriting/actuarial
  • Risk transfer/retention (insurance versus self-insurance)
  • Claims
  • Risk control
  • Board relations
  • Government rules
  • Operations/administration/contracts

Upon completion of the program, attendees will have the necessary foundation and confidence to assume an executive position within the risk-sharing pool industry.
