Request for Proposals - Consulting Service

FDAC Employment Benefits Authority (FDAC EBA)

The FDAC Employment Benefits Authority (FDAC EBA) and the Fire Agencies Self Insurance System (FASIS) are requesting proposals for consulting services to complete a feasibility study to determine if there is member value or economies of scale in consolidating the two self‐insurance pools.

FDAC EBA was formed in 2005 as an alternative to CalPERS for fire protection districts struggling to afford the cost of healthcare for retirees. Today, FDAC EBA offers medical, dental, vision and life insurance benefits. FDAC EBA currently serves 66 fire protection districts, community services districts and other local government entities deemed eligible for the program.

FASIS was created in 1984 as a risk sharing joint powers authority to be a viable alternative to the commercial insurance market. FASIS offers pooled workers’ compensation insurance, subsidized pre‐ employment and annual medical examinations and an Employee Assistance Program. FASIS consists of nearly 200 fire and community services districts, which provide fire protection, suppression and EMS services.

After years of deliberations on the value of transitioning to a single risk sharing pool with multiple lines of coverage, the FDAC EBA and FASIS Boards of Directors approved issuing an RFP for a feasibility study evaluating if it is beneficial to the collective membership to consolidate into a single JPA or consider shared services.

Services requested include:

  • Evaluate similarities and differences of the two pools administrative and governance functions;
  • Identify the presence of any economies of scale or cost savings of a consolidation. Evaluate the option of shared services with similar results;
  • Identify opportunities and challenges to consolidation (eligible member criteria, member services, etc.);
  • Evaluate fiscal stability of the two pools currently, and long‐term;
  • Provide governance and administrative alternatives for consolidation;
  • Research and summarize other single‐line JPAs that merged into a multi‐line JPA and provide reasons for the merger and recommendations regarding how to mitigate any challenges;
  • Develop a decision‐making timeline; and
  • Develop a comprehensive project budget.

Consultant will serve as an independent contractor with the FDAC EBA and FASIS Executive Directors serving as liaisons. Final project report is due by Friday, June 28, 2019 at 5:00 p.m. PST. An in‐person presentation may be required at a joint FDAC EBA and FASIS Board of Directors meeting.

Proposal Requirements
The Proposal, including the cover page, shall not exceed 10 pages.

Cover Page
Indicate the name of the contractor (firm or individual)

Firm/Individual Experience
Provide a summary of organizational experience for similar services and/or projects. The summary should be as specific as possible. Include understanding of risk sharing joint powers authorities, coverages, as well as financial and member benefits.

Professional Team/Individual
Of critical importance will be the composition and availability of the individual or team proposed to accomplish this project. The professional team information outlined below should be provided in the Proposal.

  • Name and location of the where the work is to be performed.
  • All personnel by discipline and position that will be assigned to this project and applicable experience.

Project Approach and Work Schedule
The Proposal shall include a description of the tasks and activities to be performed to complete the feasibility study. A statement should be included as to the ability to commit the necessary and appropriate resources to satisfy the project scope.

Cost of Services
The proposer shall state an estimated budget that will be charged for the project. A breakdown of the budget, by task, with a detail of anticipated labor hours by professional category and a general rate schedule should be included.

Proposals are due by March 22, 2019 at 5:00 p.m. PST. Proposals should be emailed to Melissa Dixon, FDAC EBA Executive Director, at Questions regarding the RFP should be sent to Jennifer Jobe, FASIS Executive Director, at no later than March 8, 2019.

Please note the Request for Proposal does not constitute a guarantee on the part of FDAC EBA or FASIS that a contract will be awarded. No payment will be made for costs incurred in the preparation and submission of a Proposal in response to this RFP.
