Human Resources Risk Manager

Idaho Counties Risk Management Program (ICRMP)

Exempt/Non-Exempt: Exempt
Reports To: Executive Director
Supervisory Responsibility: None

Position Summary:
The Human Resources Risk Manager is primarily responsible for providing human resources consulting and training to ICRMP members. This person will be responsible for developing and presenting training on an assortment of employment related topics. A key requirement for this position is to be able to create engaging and interactive trainings that can educate the membership and affect change in employment practices. The goal of these trainings is to reduce the frequency and severity of employment claims experienced by the Program.  

Primary Functions/Major Assignments: 

  • Develop and present effective training on a wide array of employment topics to members throughout the state.
  • Document what and when training was provided, and who attended.
  • Provide human resources consultation to ICRMP members.
  • Assist members with the review and development of personnel policies and practices.
  • Work collaboratively with risk management legal counsel on pre-claim employment incidents.
  • Evaluate risks of individual members and develop/train to mitigate those risks.
  • Develop regional HR Manager workshops to promote an HR network to discuss employment claims, trends, and best practices.
  • Attend various member conferences for training and member relationship development.
  • Assist with ICRMP’s internal human resources needs.
  • Work on special projects as assigned.

Secondary Functions: 

  • All other duties as assigned.

Specific Job Ability:

  • In depth knowledge of a wide variety of employment law and human resources functions, preferably in public sector
  • Must possess excellent computer skills (Microsoft Office Suite)
  • Strong interpersonal skills to effectively develop relationships with ICRMP members and staff
  • Experience and success in developing compelling written, oral and visual presentation material
  • Skill and ability in providing trainings and presentations
  • Ability to effectively communicate complex concepts to a diverse audience with varying levels of understanding and knowledge 
  • Ability to organize, plan and prioritize workload involving multiple projects at one time
  • Ability to think creatively and innovatively as well as provide solutions
  • Strategic, critical thinking and problem-solving abilities
  • Willing and able to travel, including overnight
  • Ability to work with a high level of independence

Education, Experience, and Certification/Licensure:

Required Qualifications 

  • Bachelor’s degree in human resources, business management or closely related field
  • Minimum of five years of progressively responsible experience in human resources field
    OR
  • An equivalent combination of education, training and experience sufficient to successfully perform the essential duties of the job
  • Proficiency in using Microsoft Office Suite (MS Word, MS Excel, MS PowerPoint)
  • Must possess a current and valid driver’s license 

Desired Qualifications

  • PHR or SHRM-CP certification preferred
  • Previous human resources experience in the public sector strongly preferred

Job Conditions

  • This position operates in a professional office environment
  • Routinely uses standard office equipment, especially computers and mobile devices
  • In performance of the duties of this job, the employee is occasionally required to stand; walk; sit; use hands and fingers to handle, or feel objects, tools or controls; reach with hands and arms; climb stairs; talk or hear; and drive an automobile.
  • The employee must occasionally lift or move office products and supplies, up to 20 pounds.
  • This position will require travel, including overnight, within Idaho
  • The standard working schedule is Monday through Friday during regular office hours
