Insurance Brokerage Services RFP

Independent Cities Risk Management Authority (ICRMA)

I. Introduction
The Independent Cities Risk Management Authority (ICRMA) is a California Joint Powers Authority (JPA) comprised of cities located in Los Angeles, Orange, and San Bernardino counties.

A. Purpose
ICRMA is requesting written proposals to provide insurance and reinsurance brokerage services (Broker) for multiple coverages provided to its members. Coverages include those provided by Memoranda of Coverages (MOCs) and by insurance policies.

B. Agreement Period
The term of the engagement to be entered by ICRMA and Broker shall commence November 1, 2019 and run through October 31, 2022, with one optional extension for a two (2) year term, unless cancelled by either party. The contract may be cancelled by either party upon one hundred and twenty (120) days written notice, or sooner by ICRMA.

A. Structure and Members
ICRMA is formed under the California Joint Authorities Act. In 1980 the founding members’ vision was to develop risk management programs that would effectively control and finance their exposure to losses arising out of liability, workers’ compensation, and property ownership. At the same time, they would keep rates stable by avoiding the cycles of the insurance market. That vision continues to guide ICRMA today.

B. Program Administration
Risk Program Administrators (RPA) manages the day-to-day operations of ICRMA, including program administration and risk management. RPA also provides management oversight of other contracted service providers.
Artex Risk Solutions provides financial services; Carl Warren & Company provides claim management services for the Liability & Workers’ Compensation programs; and AdminSure serves as the TPA for the Property & APD program.
