About CSAC Excess Insurance Authority
The EIA is a joint powers authority of California public entities, which was established in 1979 to provide insurance and risk management services to California’s counties. Since then, our membership has expanded beyond the counties to include numerous other public agencies such as cities, schools, joint powers authorities, fire districts, etc.

The EIA operates various risk-sharing pools, which provide insurance and risk management services to its members for lines of business including workers’ compensation, general liability, property, medical malpractice, and employee benefits.

About the Position
The Senior Information Technology Specialist’s (Digital Team) primary responsibilities will include development support of the EIA’s information management system (enterprise/proprietary), website and other communication platforms.

The EIA collaborates with a 3rd party vendor in development and delivery of web applications. This position will partner with the vendor. This position will be an integral part of the EIA’s Digital Team which includes two Senior IT Specialists that perform business analysis and project management work, two IT Specialist’s responsible for content and communications, and an IT Clerical Assistant primarily responsible for data entry and information management. The position will report directly to the Information Technology Manager. The entire team adheres to the Agile with Scrum framework.

  • This position will assume responsibility for routine and/or assigned development work.
  • Contribute to the development of technical specification requirements documentation.
  • Provide analysis, design, development, testing and support of web applications.
  • Impart technical expertise to establish new application architecture as well as establish a roadmap for transitioning legacy information to a new architecture, where applicable.
  • Experience in communicating with non-technical users, other technical teams, and senior management to collect requirements, describe software features, explain technical designs, and develop strategy is vital.
  • This position will also perform system administrator functions; provide input and perform testing of new features/functionality; provide advanced technical support; collaborate with the team and actively participate in department projects.

The ideal candidate will have an Associates’ Degree or higher or at least five years of increasingly responsible work experience in Information Technology development work or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

  • Knowledge of Accessibility standards for customer-facing website and/or applications

  • Knowledge of and experience with content management systems, customer relationship management systems, databases, policy administration or underwriting systems
  • Ability to keep current with emerging web technologies
  • Familiarity with progressive web applications
  • Write clearly and succinctly

Physical Requirements
Physical requirements of this position typically include: reaching, fingering, grasping, talking, hearing, seeing, repetitive motions, occasionally lifting, exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move. Some travel may be required.

Licensing Requirements
A valid California Driver’s license is required. Proof of auto insurance with no exclusion for business use is required.

Salary and Benefits
The hiring salary range is $6,661 – $9,658 per month. A generous benefit package is provided including Public Employees Retirement System (PERS); a Section 125 Cafeteria Plan with a generous allowance from which coverage may be provided for the employee and their dependents for health, dental and vision insurances; long-term disability and short-term disability insurance; life insurance; optional deferred compensation program; and sick and vacation leaves. As a PERS participant, EIA employees are exempt from paying Social Security except for the Medicare portion of the cost.
